• Delegate Thomas S. Hutchinson receives Charles Mathias, Jr. Award

On the floor of the Maryland House of Delegates today, Speaker Joseline A. Peña-Melnyk honored Delegate Thomas S. Hutchinson (District 37B) with the Charles Mathias, Jr. Award. This distinguished honor is presented once every four years to one member of the Majority Party and one member of the Minority Party who exemplifies bipartisan cooperation and a steadfast commitment to serving the collective needs of Marylanders.

The award is named in honor of the late U.S. Senator Charles Mathias, a Maryland statesman known as the "conscience of the Senate" for his ability to build bridges across the aisle. By receiving this award, Delegate Hutchinson joins a select group of legislators recognized for prioritizing policy and people over partisan politics.

In her presentation, Speaker Peña-Melnyk praised the Delegate’s tireless work ethic and focus on his constituents. “He is a true Eastern Shore advocate,” the Speaker noted. “He is a Delegate who leads by rolling up his sleeves and gets the job done for his community and the state.”

Delegate Hutchinson was visibly moved by the surprise presentation. “I’m shocked... and I’ve never been shocked or surprised in my life,” he remarked to the chamber. “What an honor, Madam Speaker. I’m touched.”

The Delegate later emphasized that while the award is a personal honor, it reflects the values of the Eastern Shore. His goals have always been to ensure that the voices of Caroline, Dorchester, Talbot, and Wicomico Counties are heard, here in Annapolis. Achieving that often requires reaching across the aisle to find common ground. He is humbled that his colleagues and the Speaker recognize that effort.

Delegate David Moon (D-Montgomery County), the House Majority Leader, was also a recipient
of the award this year, representing the Majority Party.
